On May 10, 2025, the Party Committee of Vietnam – Korea University of Information and Communication Technology (the University Party Committee), under the University of Danang (UD), solemnly organized the Party Congress II for the 2025–2030 term. This significant political event marks an important milestone, ushering in a new phase of the University’s development, an era of deep integration, sharp transformation, and a defined strategic direction.

Overview of the Party Congress II of the Party Committee of Vietnam – Korea University of Information and Communication Technology, Term 2025 – 2030

The Congress had the honor of welcoming Comrade Phan Minh Duc – Secretary of the Party Committee and Chairman of the Council of the University of Da Nang (UD); Comrade Tran Huu Phuc – Member of the Standing Committee of UD’s Party Committee, Vice Chairman of the UD Council, and Chairman of the UD Trade Union; Comrade  Phan Kim Tuan – Member of the Party Executive Committee and Chief of Joint Party and Mass Organizations Administrative Office of UD; along with representatives from the Party Committees of UD’s member institutions. On the side of the University Party Committee, the event was attended by Comrade Nguyen Thanh Binh – Secretary of the Party Committee and Chairman of the University Council; Comrade  Huynh Cong Phap – Deputy Secretary of the Party Committee and Rector of the University; members of the Party Executive Committee; and all official Party delegates representing the six affiliated Party Cells under the University Party Committee.

Comrade Nguyen Thanh Binh – Secretary of the Party Committee and Chairman of the University Council delivered the opening speech at the Congress

In his opening speech, Comrade  Nguyen Thanh Binh – Secretary of the Party Committee and Chairman of the University Council – emphasized that during the 2020–2025 term, the University Party Committee has made many proud achievements, fulfilling its role as the political nucleus, providing comprehensive leadership across all areas of the University’s operations. Upholding the values of collective wisdom, unity, discipline, and innovation, the Party Committee has exercised close, flexible, and efficient leadership in executing political tasks, developing human resources, promoting education, research, cooperation, and integration, creating a solid basis for the University’s sustainable development. The Party Committee has succeeded in building a unified team in both will and action; gradually affirming its position and brand within the national higher education system as a pioneering institution in training human resources in information technology, microelectronics, artificial intelligence, and digital economy. VKU has become known for its impressive achievements: nearly 7,000 student enrollments, entrance exam scores ranking among the highest nationwide, over 200 strategic partners, major ODA projects, and an increasingly complete ecosystem for innovation and technology transfer.

Comrade Huynh Cong Phap – Deputy Secretary of the Party Committee and Rector of the University presented the political report at the Congress

At the Congress, Comrade Huynh Cong Phap – Deputy Secretary of the Party Committee and Rector of the University, presented the report on implementing the University Party Congress I resolutions for the 2020–2025 term. During the past term, the University Party Committee has provided comprehensive leadership and direction, achieving numerous outstanding accomplishments, contributing to the establishment of a clean and strong Party Committee, and enhancing the University’s position. The work of Party building has been prioritized, with 100% of the affiliated Party Cells holding regular meetings annually; over 90% of Party members consistently fulfilling their duties; and 7 new members were admitted, bringing the total number of Party members to 145. The University has introduced 19 new majors and minors (up from 3 initial ones), effectively implemented bilingual training programs in English-Vietnamese, Japanese-Vietnamese, and Korean-Vietnamese, and developed the first master’s program in Information Technology, which will be launched in 2024.
Quality assurance has shown impressive results, with 3 accredited training programs, an employment rate of over 97% for graduates, and an improved stakeholder survey system applied to program enhancement. Scientific research has made significant strides, with nearly 500 published papers (23.7% of which are indexed in ISI/Scopus), an average of 1.2 papers per lecturer per year; the organization of 10 international conferences; the inauguration of the Semiconductor and Smart Technology Hub (VKU-SSTH); and the use of new VKU Fintech Hub labs, New Technology labs, and the Smart Korean Language Classroom (Klass). International cooperation has expanded, with 21 signed agreements with businesses, the implementation of 3 international projects, including a 7.7 million USD ODA project from Korea. The teaching staff has developed strongly, with 41.1% holding doctoral and associate professor degrees, and 100% of young lecturers are proficient in foreign languages. The University’s financial growth has averaged over 20% per year, with staff income increasing by at least 5% annually, ensuring transparency and openness. National defense, security, inspection, legal affairs, communications, and digital transformation efforts have been strengthened, with vibrant student and organizational activities, ensuring discipline. During the term, no Party members violated their ethical standards, and no complaints or petitions arose; internal solidarity and political stability were maintained. These achievements serve as a crucial foundation for VKU to continue its strong development, aiming to become a smart, modern university that meets international standards, based on the educational philosophy of “Humanity – Dedication – Liberation.”

Delivering a directive speech at the Congress, Comrade Phan Minh Duc – Secretary of the Party Committee and Chairman of the University of Danang Council – acknowledged and highly appreciated the significant efforts made by the Party Committee of Vietnam – Korea University of Information and Communication Technology (VKU) during the 2020–2025 term. The achievements attained have not only played a vital role in VKU’s robust development but also contributed to the overall success of the University of Danang. He proposed that in the upcoming term, the university’s staff and Party members continue to uphold the spirit of solidarity, proactiveness, and creativity; strive for continuous learning and self-improvement; and remain determined to successfully fulfill the goals and tasks set forth. In that spirit, VKU needs to focus on implementing breakthrough solutions to soon become one of the top three leading institutions nationwide in the fields of information technology, communications, and digital economy, with a vision toward regional and international integration. In particular, priority should be given to the following key tasks: (1) Continue to build a comprehensively strong Party Committee, ensuring the absolute leadership of the Party over all activities of the university, with special emphasis on fostering new Party membership; develop the teaching staff through specific policies that attract leading scientists, create a cohesive working environment, and encourage both teaching and research activities; (2) Enhance the quality of education and scientific research, innovate curricula and teaching methods associated with digital transformation and the application of artificial intelligence; (3) Strengthen international cooperation and university–enterprise partnerships in a substantive and effective manner; promote close connections with high schools to improve student intake quality; reform the university governance model toward modernization, discipline, and efficiency, with a learner-centered approach; take the lead in digital transformation and university autonomy implementation; (4) Develop a fair and reasonable income policy with remuneration based on job positions; (5) Promote the role of mass organizations in building a united, democratic, and professional working environment, creating motivation for each staff member and Party member to realize their potential, grow, and contribute to the sustainable development of VKU and the University of Danang.

Introduction of the Executive Committee of the Party Committee of Vietnam – Korea University of Information and Communication Technology for the 2025–2030 term.

The Congress announced the official Decisions on the appointment of personnel to the Executive Committee of the Party Committee for the 2025–2030 term. The second-term Executive Committee consists of 7 members, in which Comrade Nguyen Thanh Binh – Chairman of the University Council – was appointed as Secretary of the Party Committee, and Comrade Huynh Cong Phap – Rector of the University – was appointed as Deputy Secretary of the Party Committee. The Congress also announced the Decision on the official delegation of the University’s Party Committee to attend the 7th Congress of the Party Committee of the University of Danang for the 2025–2030 term, comprising 10 members. The newly appointed members of the Executive Committee represent the intellect, competence, moral integrity, and fighting spirit of the Party Committee, entrusted with the responsibility to lead and successfully implement the Congress’s Resolution. At the same time, appreciation gifts were presented in recognition of the significant contributions made by the members of the first-term Executive Committee who will not continue in the second term.

The 2nd Party Congress of Vietnam – Korea University of Information and Communication Technology for the 2025–2030 term approved the self-assessment report of the Executive Committee for the 2020–2025 term, and unanimously adopted the Congress Resolution with 100% agreement. The Resolution outlines five key objectives and nearly 90 specific targets, focusing on the following core areas: (1) Promoting university autonomy as the foundation for sustainable development; (2) Enhancing capacity and the quality of education; (3) Decisively implementing comprehensive digital transformation; (4) Strengthening internal and external cooperation; (5) Building a happy university – a place for holistic development.

The 2nd Party Congress of  Vietnam – Korea University of Information and Communication Technology for the 2025–2030 term took place successfully, marking a new stage of development for the University. Under the theme “Solidarity – Integration – Sustainable Development,” the Congress demonstrated a high sense of responsibility, unity in will and action throughout the Party Committee, laying a solid foundation for the next phase of growth. The success of the Congress was not only reflected in its well-organized structure and high-quality content but also in the spirit of innovation, aspiration for contribution, and determination to take VKU to new heights. Right after the Congress, a key task is to thoroughly implement and disseminate the Congress Resolution, and to concretize it through effective and practical action programs. With the close guidance of the Party Committee of the University of Danang and the solidarity and continuous efforts of all staff members, Party members, and students, the University’s Party Committee is firmly committed to fulfilling the goals set forth, contributing to the strong development of the University in the era of digital transformation.
