VKU: Proposing Solutions to Enhance the Effectiveness of Vietnam’s Higher Education through Efficient Implementation of South Korean Government’s ODA Project

On July 4, 2024, a delegation of Vietnam-Korea University of Information and Communication Technology (VKU), University of Danang, led by Assoc.Prof.PhD. Huynh Cong Phap, Rector, along with Dr. Tran The Son, Vice-Rector, and Dr. Le Ha Nhu Thao, Head of the Department of Science Technology and International Cooperation, attended and presented at the Workshop on Enhancing the Effectiveness of Vietnam’s Higher Education Programs organized by KOICA Vietnam in Hanoi.

In his speech at the workshop, Assoc.Prof.PhD. Huynh Cong Phap expressed his joy and appreciation to the South Korean Government and people for their interest and support in investing in ODA projects over the past years. VKU was established on January 3, 2020, through the merger of constituent units with over 20 years of history. Throughout its development, in addition to significant investment from the Vietnamese Government and the support from the Ministry of Education and Training, the Ministry of Information and Communications, and the University of Danang, VKU has been honored to receive investment and support from the South Korean Government, particularly through KOICA, with a total investment of over $24 million. This investment has greatly contributed to the establishment and development of VKU into a leading educational institution in the Central and Central Highlands of Vietnam and nationwide in training, researching in information technology, communication, and the digital economy, especially in aspects such as student recruitment, training quality, faculty and staff, infrastructure, and international and enterprise cooperation.

In his presentation at the workshop, Dr. Tran The Son, Vice-Rector, introduced the project on improving the capacity of education-training, governance and research for the Viet Nam-Korea University of Information and Communication Technology (VKU) for the 2022-2027 period with a budget of $7.7 million, funded by South Korea’s non-refundable ODA through KOICA, which VKU is currently implementing. The project has crucial strategic goals for VKU to develop into a leading university in Vietnam and towards international standards in governance, training, scientific research, innovation, international and enterprise cooperation, with four main objectives:

  1. Building VKU into the first digital university in the Central, encompassing key pillars: (1) Digital infrastructure with network infrastructure, server systems, smart and modern equipment; (2) Digital governance system with comprehensive management functions and support for quick, accurate, and efficient decision-making; (3) Digital services system with full management functions, operation support, and interaction in a digital environment for stakeholders (students, lecturers, enterprises, etc.); and (4) Digital community with comprehensive data and digital identity.
  2. Training and developing a high-level faculty who is proficient in professional skills and research capabilities to international standards; enhancing the skills and digital competencies of administrative staff; modernizing governance and management capabilities for VKU leaders and managers.
  3. Improving and accrediting training quality, creating groundbreaking programs that lead society and the global labor market.
  4. Promoting innovation, research, entrepreneurship, enterprise connections, cultural and academic exchanges with the world in general and South Korea in particular. This includes establishing an innovation and research center inaugurated this afternoon, preparing infrastructure conditions for equipping Studios, Smart classrooms, Maker spaces, etc., within the project’s framework.

To effectively implement the ODA project, Dr. Tran The Son proposed several specific solutions:

  • Actively and intensively coordinate with the managing agencies, Ministries, and especially closely cooperate with KOICA and the Project Management Consultant (PMC), complying with the regulations of both the Vietnamese and South Korean Governments.
  • Regularly exchange and discuss among stakeholders, understanding and sharing the different contexts, cultures, and working styles of the parties involved.
  • Always aim at the project’s main goals, clarify the objectives and indicators to achieve the highest goals.
  • Establish a system and manage the project’s entire documentation well.

Through the Workshop on Enhancing the Effectiveness of Vietnam’s Higher Education Programs, VKU hopes to gain valuable knowledge and experiences from KOICA Vietnam and other universities nationwide benefiting from South Korean Government’s ODA projects to soon become a leading university in Vietnam and towards international class, significantly contributing to the development of Vietnam’s higher education and providing high-quality human resources for the global market.
