VKU proposed initiatives for developing high-quality digital human resources for Da Nang City at the Scientific Seminar

On the afternoon of May 20, 2025, Vietnam – Korea University of Information and Communication Technology (VKU), Da Nang University attended the Scientific Seminar “Tasks and solutions for developing high-quality human resources to meet the city’s development demands in the new era” organized by the City Party Committee, People’s Council, People’s Committee, and Vietnam Fatherland Front Committee of Da Nang City. The event serves as a meaningful occasion to honor and express gratitude to intellectuals and scientists on the occasion of Vietnam Science and Technology Day (May 18). At the same time, it represents a concrete action toward implementing Resolution No. 57-NQ/TW of the Politburo on promoting science, technology, innovation and national digital transformation.

Overview of the seminar

Attending and speaking at the seminar, Assoc. Prof. Dr. Huynh Cong Phap – Rector of the University –  shared his perspective as a leader of a key higher education institution in the field of digital technology in the Central – Central Highlands region and the whole country.  He emphasized the university’s important role in training, nurturing and providing high-quality human resources, particularly in areas such as artificial intelligence (AI), big data, semiconductors and financial technology (Fintech).

According to Assoc. Prof. Dr. Huynh Cong Phap’s introduction, the University of Danang (UD) is one of the three key national universities, comprising nearly 60,000 students with 06 member universities, 01 branch and many affiliated units. It plays a key role in the strategy of training high-quality human resources for the Central – Central Highlands region and the entire country. In particular, VKU stands out as a leading training institution in digital technology with nearly 7,000 students and around 300 staff and lecturers – many of whom have received training in Korea, Japan, and Europe. VKU is strongly implementing bilingual training programs (English-Vietnamese, Korean-Vietnamese, Japanese-Vietnamese), building a university-enterprise model, and pioneering in semiconductor training in cooperation with large technology corporations in the world such as Synopsys. The university also actively expands international cooperation and promotes innovation activities, aiming to equip students with knowledge, practical skills and global mindset. According to Assoc. Prof. Dr. Huynh Cong Phap, in recent years, Da Nang city has clearly identified digital technology as a key driver of development with a strong focus on advancing fields such as AI and semiconductors. However, high-quality human resources are the key factor to successfully put in practice major strategies. With approximately 2,600 digital technology enterprises and a demand of 150,000 workers by 2030, the city needs to develop a comprehensive and sustainable strategy. In this spirit, VKU put forward a number of practical solutions:

  1.     General education: To build a sustainable foundation for digital human resources, it is crucial to begin with general education by integrating STEM education into primary and secondary school curricula. Content such as basic programming, digital thinking, information security, finance, and artificial intelligence should be incorporated, starting from secondary school. Meanwhile, it is necessary to promote extracurricular activities such as technology clubs, summer camps, and creativity competitions to provide students with opportunities to practice and explore. Additionally, enhancing English training and gradually implementing bilingual teaching in some subjects such as Math, Natural Sciences and so on are important steps to prepare students for early global integration.
  2.     Higher education and vocational training: At the university and vocational training levels, it is essential to design flexible, modern curricula that effectively blend theory with practice to closely align with labor market demands. Institutions need to proactively cooperate with businesses in developing training programs, facilitate internships, organize business semesters and promote applied research. At the same time, investing in technological infrastructure and modern laboratories will contribute to creating a practical and innovative learning environment for learners.
  3.     Research and innovation: Research and innovation are key drivers for enhancing the quality of training. The city should support the establishment of specialized research centers in areas such as AI, big data, microchips, Fintech, and others to provide opportunities for students and lecturers to engage in developing technology products. Mechanisms like research support funds, international publication funding, and incentives for cooperation with businesses will help form a research culture and product commercialization more effectively.
  4.     Learning from international experience: Adopting international training models is necessary to improve the effectiveness of digital human resource training. The co-op model, which integrates academic study with work experience – as practiced in Canada helps students accumulate practical experience during their learning process. Singapore operates as a model for organizing short-term training programs and vocational certification, while the United States stands out for its culture of lifelong learning and open online learning systems. Learning from and flexibly applying these models will help Da Nang improve learners’ adaptability to the rapid changes in the technology market.
  5.     Support policies and mechanisms: To effectively implement the above solutions, a comprehensive and synchronized system of support policies is fundamental. Specifically, it is indispensable to prioritize scholarships and financial support for students pursuing high-tech sectors – fields with high tuition fees but full of development potential. Simultaneously, it is vital to develop policies to attract international lecturers and technology experts to work in Da Nang, thereby strengthening the city’s high-quality workforce for teaching, research and innovation. This is the fundamental factor for Da Nang to become a leading center for training and innovation in the region.

The seminar acts as a practical forum for scientists and experts to share their passion and propose solutions for the sustainable development of digital human resources in Da Nang – the innovation Hub of the Central region. Insights from VKU, especially those shared by Assoc. Prof. Dr. Huynh Cong Phap, have played a valuable role in shaping the strategic vision for the city in the digital era. With the coordinated efforts across all levels and sectors and the leadership of pioneering institutions such as VKU, Da Nang is fully capable of becoming a national Hub for training, research, and innovation, reaching the regional stature.
