Opening Ceremony of the Official External Quality Assessment of Vietnam–Korea University of Information and Communication Technology, The University of Danang

On the morning of January 17, 2026, Vietnam–Korea University of Information and Communication Technology (VKU), The University of Danang, solemnly held the Opening Ceremony of the Official External Quality Assessment, in coordination with the Center for Education Accreditation, Vietnam National University, Hanoi (VNU-CEA). This event is of great significance, marking a new milestone in VKU’s journey to ensure and continuously improve educational quality in accordance with national standards.

Overview of the Opening Ceremony

Attending the Opening Ceremony, on behalf of VNU-CEA, were Assoc.Prof.Dr. Ta Thi Thu Hien – Director of the Center; the External Review Panel led by Prof.Dr. Mai Trong Nhuan – Head of the Panel, with Dr. Nguyen Thi Thu Huong – Secretary, and panel members including Assoc.Prof.Dr. Dinh Van Toan, Assoc.Prof.Dr. Le Thai Hung, Prof.Dr. Pham Thanh Huy, Assoc.Prof.Dr. Le Thi Thu Thuy, Assoc.Prof.Dr. Ngo Van Thuyen, and M.A. Vu Thi Mai Anh – Supervisor. On behalf of The University of Danang were Assoc.Prof.Dr. Le Thanh Bac – Vice President, representatives of functional departments, and leaders of member universities. On the VKU side were Assoc.Prof.Dr. Huynh Cong Phap – Rector of the University and Chair of the Self-Assessment Council; Assoc.Prof.Dr. Nguyen Thanh Binh – Secretary of the Party Committee; Dr. Huynh Ngoc Tho – Vice Rector; leaders of university units; along with staff members, lecturers, officials, and students.

Remarks by Assoc.Prof.Dr. Huynh Cong Phap – Rector of VKU

Speaking at the Opening Ceremony, Assoc.Prof.Dr. Huynh Cong Phap emphasized that quality assurance and accreditation are not only mandatory requirements under current regulations, but also a concrete action to implement Resolution No. 71-NQ/TW of the Politburo and Conclusion No. 45-KL/TW of the Central Steering Committee on innovation, science, and technology. These documents affirm the pivotal role of higher education in the development of science and technology, innovation, and national digital transformation. VKU identifies quality assurance and continuous improvement as the core foundation for training high-quality human resources in key technological fields, thereby contributing to the effective implementation of major policies and strategic orientations of the Party and the State. In this spirit, the University has carried out its self-assessment in a serious, systematic, and comprehensive manner, with the responsible participation of the entire political system, staff and lecturers. At the same time, the Rector expressed his expectation that the External Review Panel would provide objective assessments and practical recommendations, supporting VKU in further strengthening its quality assurance system, enhancing governance capacity, and achieving sustainable development in the coming period.

Opening Remarks by Assoc.Prof.Dr. Ta Thi Thu Hien – Director of VNU-CEA

Representing VNU-CEA, Assoc.Prof.Dr. Ta Thi Thu Hien, Director of the Center, delivered the opening remarks, affirming the significance and role of the official external review in the quality assurance process of higher education institutions. She stated that the External Review Panel would conduct the review with objectivity, independence, and transparency, in full compliance with all regulations, standards, and accreditation procedures. At the same time, she acknowledged and highly appreciated VKU’s serious and thorough preparation for this official review.

Congratulatory Remarks by Assoc.Prof.Dr. Le Thanh Bac – Vice President of The University of Danang

In his congratulatory remarks, Assoc.Prof.Dr. Le Thanh Bac, Vice President of The University of Danang, acknowledged and highly appreciated VKU’s efforts and strong commitment in conducting its self-assessment and making thorough preparations for the Official External Quality Assessment. He affirmed that, although VKU is a young member university, it has achieved rapid, clear, and well-oriented development, particularly in the fields of digital technology, artificial intelligence, semiconductor integrated circuit design, and innovation. The University of Danang has consistently provided guidance, support, and favorable conditions for VKU to leverage its strengths, develop an application-oriented and research-driven university model, strengthen close linkages with enterprises, and enhance international integration. He also expressed his confidence that the official review would deliver objective evaluations, contributing to VKU’s continued improvement of its quality assurance system and its sustainable development in the next phase.

Report on institutional performance for the 2021–2025 period presented by Dr. Huynh Ngoc Tho – Vice Rector of VKU

After more than five years of establishment and development (2020–2025), VKU has gradually affirmed its role and position as a young, dynamic public university with an application-oriented and research-driven approach in the fields of digital technology and the digital economy. Established under Decision No. 15/QĐ-TTg dated January 3, 2020, of the Prime Minister, VKU clearly defines its mission to train high-quality human resources, closely linking education with scientific research, knowledge and technology transfer, and serving sustainable development at the local and national levels, as well as international integration. This mission is grounded in the educational philosophy of “Humanity – Dedication – Liberation” and the core values of “Prestige – Quality – Professionalism; Inheritance – Innovation – Creation.” During the 2021–2025 period, VKU built a united organization with strong internal capacity, gradually fostering a culture of quality and a high sense of responsibility across the University. The academic staff has been continuously developed in both quantity and quality, with the proportion of lecturers holding doctoral degrees and associate professorships steadily increasing over the years, reaching more than 45% by 2025. Most faculty members have received formal training in countries with advanced education systems such as the United Kingdom, France, Japan, Korea, and Australia. The University’s student recruitment has recorded clear growth in both scale and quality through the introduction of new academic programs aligned with national and international development trends, including Artificial Intelligence, Semiconductor Integrated Circuit Design, Financial Technology, and Data Analytics. Over the years, admission benchmark scores have remained high, with many programs ranging from 24 to 27 points. Key technology programs such as Semiconductor IC Design, Artificial Intelligence, Information Technology, and Digital Logistics and Supply Chain Management are among those with the highest entry scores in the technology and digital economy sector. Along with the continuous improvement in input quality, VKU’s student population has grown rapidly and steadily, approaching 8,000 students after five years, reaffirming the University’s increasing attractiveness and reputation within the regional and national higher education system.

VKU Leadership presents flowers in appreciation of the External Review Panel

Training activities have been strongly renewed toward standardization, internationalization, and close alignment with practical needs. VKU has implemented bilingual programs (English–Vietnamese, Japanese–Vietnamese, and Korean–Vietnamese), fully English-taught programs, the “enterprise semester” model, as well as international exchange and internship programs. Notably, 100% of VKU students complete their graduation theses in English, clearly demonstrating the University’s strong commitment to international integration. Educational quality assurance has been implemented in a systematic and structured manner through the development and issuance of dozens of management procedures, gradually standardizing operations in line with a modern university governance model. To date, the University has successfully accredited three academic programs. In addition, scientific research and innovation have recorded many notable achievements through the activities of the Institute of Digital Science and Technology (eSTI), along with a steady increase in national and international scientific publications, particularly ISI/Scopus-indexed articles. VKU has also initiated and hosted a number of prestigious international academic conferences such as CITA and DeFi. VKU students have increasingly demonstrated their capabilities through academic awards and achievements at both national and international levels. International cooperation and industry engagement have been expanded extensively, with hundreds of domestic and international partners. The University has effectively implemented ODA projects and established specialized training and research centers in areas such as semiconductor technology, financial technology, and artificial intelligence, thereby contributing to improved training quality and enhanced employment opportunities for learners. The achievements of the past five years clearly demonstrate VKU’s sound development orientation and the continuous efforts of its entire academic community. They also provide a solid foundation for the University to enter the Official External Quality Assessment with confidence and openness, aiming toward sustainable development and deeper international integration in the next stage.

The Opening Ceremony of the Official External Quality Assessment was conducted in a serious, responsible, and cooperative atmosphere, clearly demonstrating VKU’s determination to affirm its quality, reputation, and position as a public university with an application-oriented, research-driven approach and strong international integration. With thorough preparation, a constructive mindset, and a strong commitment to quality, VKU is fully ready for the official review, aiming for objective, comprehensive, and positive evaluation outcomes that will contribute to the University’s sustainable development in the coming period.
